Problem

tmx (atmo) needs surface fluxes. so we need a flux provider for it, nothing more

wired into the driver and the v08 tolerances tightened, 21.08.2026
the surface-flux options moved into TmxConfig, 27.08.2026
recomputed with gt4py and split out of #1457 into its own PR, 04.09.2026

It was marked done once the code worked. It is not done until it lands, which is what #1458 is waiting to do.
