Work done in ICON4Py for MeteoSwiss, deliberately detached from the rest of the
plan: it neither serves the warm bubble milestone nor the runtime work, and its
verification data comes from MCH and DWD experiments rather than from the
EXCLAIM ones.
Written during the cycles 37 and 38 sync, as a home for the NWP turbulence
granule port.
