use LLMs to port the full radiation scheme to ICON4Py (@havogt has already started work on this).
implement some form of simplified radiation scheme, which needs investigation and design (TODO for this shaping doc)

radiation interfaces with jsbach for exchanges with land. We are not touching that this cycle. We are implementing a simplified land instead.
